State and politics
According to the 1983 Constitution, Saint Christopher and Nevis are “a sovereign democratic federal state”. The head of state is the British monarch, represented by a general governor. The executive is exercised by the government, which is led by the prime minister and who is responsible to Parliament.
Parliament, the National Assembly, has a chamber of eleven elected members and three senators, who are appointed by the Governor-General in agreement with the Prime Minister and the Leader of the Opposition. The Chancellor and the Speaker will be given a seat in Parliament if they have not already been elected.
To keep the federation together, Nevis enjoys special privileges. The island is guaranteed three elected members of the federal parliament, has its own local government and its own parliament, as well as the right to withdraw from the federation. The policy was long dominated by the St Kitts-Nevis Labor Party (SKNLP), which won the elections in 1995, 2000, 2004 and 2010. The party’s leader Denzil Douglas (born 1953) held the post of prime minister for 20 years before SKNLP lost government power in the 2015 election. Timothy Harris (born 1964), who headed Team Unity, an alliance consisting of the People’s Action Movement (PAM), Concerned Citizens’ Movement (CCM) and the People’s Labor Party (PLP). After the 2015 election, two out of 15 MPs (13 percent) were women.
The basis of the legal order is considered English law as it appeared in 1623, but the later legal development also follows close to that in England. The judiciary consists of Magistrates’ Courts, the High Court and the Court of Appeal of the Eastern Caribbean Supreme Court, with the option of appeal to the Privy Council in London. The death penalty can be punished for some serious crimes.
